Funny, well written vignettes with little actual magic

While this is set in a well populated urban magical world (or sub-world; basically there's a whole bunch of people who can do varying levels of magic who live amongst non-magical people in NYC), there's very little actual magic performed by the protagonist. Instead of an overarching story line, each chapter is a self contained story, though many characters do recur. Think of it more like a series of short stories with the same main character in the same world so you won't, like me, look down at your kindle and think "I'm 40% done. When is the main story going to kick in?" It never does. A guy with magic abilities shows back up in New York City after being gone for awhile, has some adventures dealing with the magical denizens of NYC and then leaves after a somewhat impactful-yet-still-short adventure. Most of these adventures involve the protagonist using his smarts instead of magic to get out of tight spots in amusing ways. You never feel that he is in any real danger.
However, while this was not what I was expecting, it was well written and funny enough to rate 4 stars for me. It was a fast and funny read, has a good cast of supporting characters, and had a good urban magical ambiance. If you go in knowing what to expect (especially the lack of magical action), I think you will enjoy this "book."
Two last points: Near the end, this really becomes a kind of love letter to NYC, which reminded me of some of Lethem's more fanciful work. However, I really could have done with about 5 less descriptions of how tight someone's jeans was.

Polansky has written the best fantasy I've read in years

A writer's writer, Polansky has written the best fantasy I've read in years. It's a very literary work, reminiscent of Vonnegut, Lethem, Hunter Thompson and early Zelazny thrown together in a almost stream-of-consciousness series of vignettes. Overall the effect for me was similar to reading Gene Wolfe's "Soldier of The Mist", with the perpetual state of altered consciousness of the narrator, a plot that follows a dream-logic all its own, and the odd characters and locations that ghost in and out of this remarkable novel with an acid-bent whimsy. The book does actually have a plot, although the reader, like the loopy zenlike main character we follow, is mostly along for the ride.
Don't expect the usual regimented magic systems of the horde of cloned "urban fantasy" novels here, this book is more like the early 70's and 80's fantasies, where magic remains as mysterious as its practitioners and the rules of the occult are as unknowable as motives of that woman across the party smiling at you, or the proto-layers of bathroom graffiti in your favorite late-night dive bar.
Full disclosure: I am a native New Yorker and probably predisposed to love novels like this one, set in my home-town, but it's also refreshing to return to the Big, rotten, Apple after so many dreadful fantasies set in rainy pacific northwestern burgs.
TL;DR: If you like your fantasy/sci-fi with some literary chops behind it, Gene Wolfe, Vonnegut, Mieville then you should buy this one. If you hated the movies "Inherent Vice", or "Fear and Loathing in Las Vegas" steer well clear of this book, it's not for you.

Great fun in a New York City with a bit more under the surface than our NYC!

Another fantastic outing from the author of the Lowtown series (also a must read if you like dark fantasy). This book is set in modern day New York City. Modern day, but not the NYC you know of. To the characters, there is much more to things than meets the mundane's eye.
Now, this isn't a "high fantasy" with dragons flying and people regularly shooting fireballs, this is more in the way of a Neil Gaiman novel, where the fantastic is woven into or just under the normal, mundane world.
This is a highly entertaining book for adults, not childish fantasy, there are adult topics, drinking and drugs mentioned, but if you've ever enjoyed a Gaiman fantasy, or similar, near to our world but a little bit more, kind of stories, this is a while lot of fun!
The characters are well fleshed out, especially the main one, "M", rather a slacker type with a cynical and highly active sense of humor, as he goes through life doing mostly good, helping out his friends (or getting in trouble because of them), and rarely a dull couple of pages.
